Add business hours to Time in Status Per Hour/Minute

The business hours functionality works well for the Time in Status Based on Time Point rule – we can convert some of our rules to use this instead.
However, this does not apply to the Time in Status Per Hour/Minute rules which we still need to use.
The time in those rules need to be using business hours/minutes.

After discussion with the development team, instead of changing the two existing rules, we are going to add "Last Status Update Time" and "Minutes in Business Hours" to advanced rules. This will be a quicker solution and bring less impact.
