Add "Schedule Status" Condition to Custom Priority Rules

• User Story: As a NextTicket admin, I want to create custom priority rules that check if a ticket has a specific time scheduled (vs just a date), so that I can deprioritize or handle "unspecified" time appointments differently.
• Context: Currently, "Schedule Status" exists in Hard Coded rules but is missing from the Custom Rule Builder.
