Client request: New widgets added to dashboards should always get added to the dashboards without disrupting the layout of dashboards.
Design:
  1. New widgets added to dashboards/reports/scorecards should always get added to the bottom of dashboards/reports/scorecards as a new line so they do not disrupt the existing layout of dashboards/reports/scorecards.
  2. We should automatically scroll down the view of the dashboards/reports/scorecards to the bottom after a client adds a widget so the client can see the widget has been added.
